Butler County Grand Jury has released a partial report

Press Release For Immediate Release February 28, 2008

(HAMILTON, OH) As a result of an undercover operation by Hamilton and West Chester Police Drug and Vice Departments, the Butler County Grand Jury has released a partial report indicting three men of Trafficking in Cocaine with a Major Drug Offender and Forfeiture Specification and Possession of Cocaine, both first degree felonies.

On January 30, 2008, the Hamilton and West Chester police department’s drug and vice officers, along with the assistance of a confidential informant, conducted an undercover drug investigation involving Jose Rafael Seda, a 33 year old West Chester man, Jose Miguel Quinonez, a 32 year old Springfield, Tennessee man, and Francisco Arrangure-Guzman, a 37 year old Clarksville, Tennessee man. Defendants discussed selling the confidential informant 5-10 kilos of cocaine, however, in February arranged to sell one kilo (1000 grams) of cocaine in a compressed brick for $25,000. When defendants arrived to deliver the cocaine, they were arrested. The cocaine, their vehicles and money have been seized by HPD.

Each defendant will face up to 30 years in prison. Prosecutor Piper stated, “The punishment is severe because of the amount of narcotics they were going to put into the stream of commerce is enormous. Its good to see a successful operation net the big fish.”
